This site allows individuals to make their own "microloans" to people in impoverished area--that include Iraq. The borrowers present a business plan justifying their request for $300 or whatever, and you can lend any amount in increments of $25.
You can select areas, people, purpose of loan, etc., and the rates of repayment are tracked as well.
