Voldemort was a descendant of Slytherin and could speak Parseltongue (snake language) as well. I like Angel's idea better though.

It's the Slytherin symbol since Salazar Slytherin was a parselmouth.
Ah so that explains why they chose the serpent as the symbol for Slytherin house.
